Rule of thumb, don't bring heels on vacation. I literally pack them every single time and never use them. European fashion allows women to rock a dress with cute sneakers or a sandle. Hey, after a long day of sightseeing on your feet, who wants to party the night away on their toes. I promise you, it is rare to see a woman on a Saturday night in Budapest in heels.
